In pursuance of the RBI guidelines issued in September, 2010, as part of its Financial Inclusion mandate, announced in the Annual Policy Statement for the year 2010-11, CSC E-Governance Services India Limited was engaged as a corporate Business Correspondent by various Banks (Public Sector Banks, Regional Rural Bank and Private Sector Banks) for enabling CSCs to become Business Correspondent Agents/Customer service points to deliver various banking and financial services in a number of States across the country some of them are as:

  • Account opening (Manual or eKYC)
  • Depositing money
  • Withdrawal of money
  • Enquiry of balance
  • Recurring/term deposit

As on 31 March, 2021, CSC E-Governance Services India Limited has tied up with 24 Banks:

7 Public Sector Undertaking Banks:

Bank of India, Indian Bank, Punjab National Bank, Central Bank of India, UCO Bank, Bank of Baroda, and State Bank of India.

13 Regional Rural Banks:

Punjab Gramin Bank, Prathama UP Gramin Bank, Baroda Uttar Pradesh Gramin Bank, Rajasthan MarudharGramin Bank, Jharkhand Rural Gramin Bank, Utkal Gramin Bank, Himachal Gramin Bank, Chattisgarh Rajya Bank, Bihar KshetriyaGramin Bank, Arunachal Gramin Bank, BangiyaGramin Vikas Bank, Meghalaya Rural Bank, and Dakshin Bihar Gramin Bank

Banking services of SBI through CSC

CSC E-Governance Services India Limited tied up with the State Bank of India (SBI) by executing anagreement in December, 2011 to work as the Corporate Business Correspondent of SBI forproviding various financial services to the citizens of rural areas by engaging CSCs as the BusinessCorrespondent Agents (BCAs).State Bank of India is the most sought-after bank of the VLEs for working as the Customer SupportPoint (CSP) due to its vast service network and its presence across the Country. As on 30 June,2021, there are in total 3,626 SBI CSPs across 29 States/UTs.

Banking services of Public Sector Undertaking Banks (PSUs) other than SBIthrough CSC

As advised by the Department of Financial Services, Ministry of Finance, CSC E-Governance Services India Limited tiedup and collaborated with most of the leading Public Sector Banks for setting-up KioskBanking outlets across the country from 2012.As on 30 April, 2021, CSC E-Governance Services India Limited entered agreements with 11 PublicSector Banks for providing various banking services and products through its CSC Network acrossthe Country. However, at present CSC BCs are working with the 7 Public Sector Banks across 25 States and 3 union territories.

Banking services of Regional Rural Banks (RRBs) through CSC

CSC E-Governance Services India Limited (CSC-SPV) started working on BC module with variousRegional Rural Banks from the year 2012 and since then CSC-SPV tied up with 13 RRBs for delivering banking services to citizens residing in the rural areas.

Banking services of HDFC Bank through CSC

CSC E-Governance Services India Limited signed an agreement with HDFC Bank on 04 July, 2018 toenable all the functional Village Level Entrepreneurs (VLEs) to operate as banking correspondents (BCs) of the HDFC Bank.The collaboration is expected to contribute to Government’sobjectives of enabling Direct Benefit Transfer (DBT) of various schemes. As, under the agreement,CSCs will work as BC of HDFC Bank and support the Government initiative topromote financial inclusion and make banking services more accessible in rural areas. Women,senior citizens and persons with disability will especially get benefitted through this initiative as itwould enable withdrawal of financial benefits through DBT at CSCs.

Banking services of ICICI Bank through CSC

CSC E-Governance Services India Limited signed a Memorandum of Understanding (MOU) with theICICI Bank Limited on 04 October, 2019 for starting the banking services through its CSC Network.It was decided to make various servicesavailable in phased manner starting from Aadhaar Enabled Payment System(AEPS) Payment and Receipts. The E-KYC based Account opening (Current Account) for the VLEs commenced from 20 May, 2020across all the States and UTs. The VLEs who were registered on Bank Mitra Portal were able to opentheir Current Account through E-KYC process and verification by the State/District teams of CSC-SPV.Bank is going to start other services through these BCs in phased manner Gold Loan, EMI CollectionAadhar based fund Transfer, Account Opening, RD, FD, etc.

Banking services of Axis Bank through CSC

CSC e-Governance Services India Limited (CSC-SPV) entered into an agreement with the Axis BankLtd in the month of August, 2019 to deliver various Financial Services of the Axis Bank undertheir Banking Correspondent program. The Micro ATM service was launchedin September, 2019on pilot basis ad after its successful implementation, 100 Micro ATM were deployed by the bank. In the month of April, 2020, KioskBanking System (KBS) was made live with Axis Bank, during the financial year 2020-21, Axis bank deployed 13,133 BC Points through the CSC VLEsusing KBS System.

Process flow for VLE Registration in the banking services of CSC is as follows:

  1. Click on https://cscbankmitra.in/
  2. Click on VLE Registration option
  3. The Registration process comprises of two options-
  • NEW USER -VLEs who want to apply for banking services
  • EXISTING- VLEs associated with banking services
  • VLEs who want to apply for banking services through CSC select
  • NEW USER and click on Submit
  • Note: Before registration keep original scanned document ready
  • Enter your CSC ID and Password
  • Initial details of the VLE will be auto-filled, thus click on Save & Continue
  • Under the Personal option, fill personal details like Name, Gender, Marital Status etc.
  • Then enter details of your BC Center such as State, district, sub district, Village, Pincode, Latitude, Longitude, etc.
  • pload all relevant documents as Proof of Identity (POI), Proof of Address (POA), Copy of highest educational qualification, PAN card, etc.
  • Enter complete hardware details as computer type, connectivity type, network service provider, fingerprint device details, etc.
  • Select bank name and enter other relevant information such as type of BC premises, manpower availability, employment status, etc.
  • Before submission, review form details and after reviewing click on Submit My Application
  • After successful registration 11 digit registration number will appear for further assistance
  • VLEs who have the banking services and want to register for delivering banking services through CSC select EXISTING and click on Submit
  • Note: Before registration keep original scanned document ready
  • Enter your CSC ID and Password
  • Then enter your KO ID and Select Bank Name
  • Initial details of the VLE will be auto-filled, thus click on Save & Continue
  • Under the Personal option, fill personal details like Name, Gender, Marital Status etc.
  • Then enter details of your BC Center such as State, district, sub district, Village, Pincode, Latitude, Longitude, etc.
  • Further fill details of nearest bank as: bank name, branch, IFSC code, etc
  • Upload all relevant documents as Proof of Identity (POI), Proof of Address (POA), copy of highest educational qualification, PAN card, etc.
  • Enter complete hardware details as computer type, connectivity type, network service provider, fingerprint device details, etc.
  • Select bank name and enter other relevant information such as type of BC premises, manpower availability, employment status, etc.
  • Before submission, review form details and after reviewing click on Submit My Application
  • After successful registration 11 digit registration number will appear for further assistance

The application will be further reviewed by the team of head office and after verifying all particulars application will be either approved or rejected for new as well as existing users.
